The Jackson County Board of Supervisors, Jackson County, Mississippi, will receive bids for the construction of new sidewalks along Lemoyne Boulevard and Yellow Jacket Road for a total project length of 0.53 miles. Yellow Jacket Road Sidewalks Federal Aid Project No. STP-0030-00(039) LPA 107508/701000 no later than 12:00p.m., Local Time, Monday, December 2, 2019, and said bids are to be opened and read aloud at 1:00 p.m. in the Board of Supervisors’ Meeting Room located in the Jackson County Services Building, 2915 Canty Street, Pascagoula, MS 39567.

This project will consist of the removal of 300 square yards of existing concrete paved sidewalk, the installation of 1600 square yards of new concrete paved sidewalk, and the installation of a single span (65 feet) contractor designed prefabricated pedestrian bridge. This will include all grading, excavation, fill, and other incidentals.

The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein.

The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Contract Provisions.

The Jackson County Board of Supervisors of Jackson County hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements.

For Sealed Envelope Bids:
Envelopes containing the bids must be sealed, addressed to “Jackson County’s Chancery Clerk’s office, Attn Josh Eldredge” and designated as bids for the following item described, to wit: “Yellow Jacket Road Sidewalks Federal Aid Project No. STP-0030-00(039) LPA 107508/701000”
If any envelope is not so marked, any bid contained therein will not be considered.
All paper bids shall be submitted in a sealed envelope addressed to “Jackson County’s Chancery Clerk’s office, Attn Josh Eldredge.” If a bid is submitted by mail, the post office address of the Chancery Clerk is P.O. Box 998, Pascagoula, MS 39568-0998. Bids may be delivered to Josh Eldridge, Chancery Clerk, c/o Land Records Department, 2915 Canty Street, Suite R, Pascagoula, MS 39567.
All bid envelopes should contain the bidder’s name and mailing address, the name of the bid item, and Certificate of Responsibility Number on the face of the sealed envelope.

For Electronic Bids:
When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.
