RFQ - Energy Services Providers - Conservation Equipment and Services #15331

Notice is hereby given that sealed or electronic responses will be received by the Board of Supervisors for Jackson County,
until 12:00 noon (CT) on May 7, 2024 from qualified Energy Services Providers (ESPs) conservation equipment and services under an Energy Services Contract.  Said responses are to be delivered to Cindy Steen, Purchasing Director, 2915 Canty Street, Suite D, Pascagoula, MS  39567 in accordance with this RFQ. 

ESP qualifications will be submitted in accordance with Section 31-7-14 of the Mississippi Code, the Mississippi Development Authority—Energy Division’s Policy and Procedures for Energy Service Providers and the Request for Qualifications.

RFQ documents are being made available via hard copy or digital copy at www.jacksoncoplans.com.  Interested responders should log-in or register for a free account to view and order RFQ documents.  For any questions relating to the electronic response submittal process, please call Plan House at 662-407-0193.

When submitting an electronic response, the response must be submitted in "pdf" format and shall contain the same information and forms as required for the paper response. When submitting a response electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature.  In the event that an electronically submitted response has a corrupted attachment, the response will be considered null and void.  Electronic responses shall be submitted at www.jacksoncoplans.com. 

Sealed responses shall be marked "RFQ FOR ENERGY SERVICES” and submitted in a sealed envelope addressed to Cindy Steen, Purchasing Director, 2915 Canty Street, Suite D, Purchasing Office, Pascagoula, MS  39567.  Sealed responses may be delivered by mail or hand delivered.  Responses received at any location other than the appropriate location, described above, or responses received after the noticed date and time for submittal will not be considered but will be returned to the responder unopened. 

No response may be withdrawn after the scheduled closing time for a period of thirty (30) days.  The Jackson County Board of Supervisors reserves the right to reject any or all responses on any or all projects and to waive informalities.
